His tech bros promised him billions in investment in the United States during their big dinner at the White House. But without saying a word about the jobs that would come with it. But for Donald and his America First friends, companies that invest in the United States must employ Americans born in America.
So to encourage them in this direction, without penalizing them (he thinks), Donald has just added $100,000 per year in visa H-1B fees, which tech bros use to recruit cheaply from India.
I see two causes that will screw up his ambitious policy. The first one : these fees on visas double the price of a programmer. They are covered by the employer and they will slow down their enthusiasm for seeking cheap labor force abroad, but nobody knows how much slow. The second one : do American investors have native people with the skills they are looking for ? Or should they train american natives (i.e : born American) from scratch in certain very specialized skills ? If so, it will take time.
Gap between short term and long term are the main obstacle of every commercial industrial policies.
